Bill Kunzman  
William Kunzman, P.E. – Principal - has worked professionally in traffic engineering and transportation planning since 1967 in both the public and private sectors.  Mr. Kunzman is an expert witness in traffic engineering involving highway accidents (automobile, truck, bus, pedestrian, bicycle, motorcycle).  Mr. Kunzman has extensive knowledge of governmental agency procedures, design, geometrics, signs, traffic controls, parking, and maintenance.  Mr. Kunzman is highly skilled in presenting findings and recommendations to elected officials, municipal commissions, community groups, the Courts, and the general public. Carl Ballard  
Carl Ballard – Principal Associate - has been involved in transportation planning and traffic engineering since 1982, and has completed numerous traffic studies in the States of California, Nevada, and Colorado.  Mr. Ballard has also been a partner in two transportation planning firms within Southern California.  Mr. Ballard is involved in many aspects of the profession, including: site access evaluation, intersection capacity analysis, traffic forecasting, circulation planning, traffic impact studies, and transportation demand management plans.  Transportation projects completed range from focused site specific traffic studies to areawide circulation studies.  Mr. Ballard has written many traffic studies within Orange, Los Angeles, Riverside, San Bernardino and San Diego Counties.  Mr. Ballard has managed and performed the technical efforts for general plan circulation elements, redevelopment plans, specific plans, and environmental impact reports for public and private clients. Robert Kunzman  
Robert Kunzman – Senior Associate – has worked with Kunzman Associates since 1998 and has completed traffic impact analyses and parking studies in Imperial, Los Angeles, Orange, Riverside and San Bernardino Counties.  Mr. Kunzman’s familiarity with general traffic engineering methodologies and procedures is based upon work in the public and private sectors.  Mr. Kunzman is involved in many aspects of the profession, including: site access evaluation, intersection capacity analysis, traffic forecasting, circulation planning, traffic impact studies, parking studies, and parking demand analysis.  Transportation projects completed range from focused site specific traffic studies to areawide circulation studies.  Mr. Kunzman has utilized the TRAFFIX and WEBSTER program for intersection analyses, SYNCHRO program, ROADPLAN software for ICU and delay evaluations, and ULI spread sheets in shared parking analyses. Giancarlo Ganddini  
Giancarlo Ganddini, EITAssociate – earned a Bachelor of Science degree in Civil Engineering with a specialization in Transportation Systems Engineering from the University of California, Irvine.  Mr. Ganddini has assisted in traffic impact analyses in Orange, Riverside, and San Bernardino Counties.  Mr. Ganddini’s familiarity with general traffic engineering methodologies and procedures is based upon work in the private sector.  Mr. Ganddini is involved in many aspects of the profession, including: intersection capacity analysis, freeway merge/diverge analysis, traffic forecasting, traffic impact studies, parking studies, and nexus/fair share cost studies. Kenneth J. Chris Pylant  
Christopher Pylant Associate – has been attending the College of Engineering at California State Polytechnic University, Pomona since 2008.  Mr. Pylant has worked extensively as an assistant planner and has nearly ten years of experience working with Acoustical Studies.  He is very familiar with land use planning and policies, the California Environmental Quality Act (CEQA), and the National Environmental Policy Act (NEPA).  His projects vary from small, luxury residential developments to 900+ acre specific plans.  He has utilized both Sound32 and Traffic Noise Model (TNM) to forecast noise levels.  Mr. Pylant is currently building his knowledge of transportation engineering by assisting with parking and traffic impact studies.  His goal is to bridge the gap between planning and engineering by better understanding both.  Christopher can be reached via e-mail at chris[at]traffic-engineer[dot]com or via phone at (714) 973-8383 x 216.
 
       
 
Thao Pham, EIT – Junior Associate – earned a Bachelor of Science degree in Civil Engineering from the California State Polytechnic University of Pomona and possesses an Engineer-in-Training Certificate. Ms. Pham’s work history consists of both public and private sector firms. Ms. Pham has gained extensive knowledge of ArcGIS based upon quarterly training and by creating instructional manuals and informational brochures for analyzing geographic data, creating custom maps for informative and presentation purposes, and maintaining citywide data.  Ms. Pham has also been exposed to many traffic engineering projects including traffic impact analyses, parking demand studies, transit corridor projects, traffic signal timing studies, and bicycle/pedestrian analyses.  Ms. Pham is familiar with the TRAFFIX program, ArcGIS program, and AutoCAD program.  Thao can be reached via e-mail at thao(at)traffic-engineer(dot)com or via phone at (714)973-8383 x 208.
 
     

 

Katherine BallardOffice Manager – has spent 15 years managing commercial real estate for two Southern California based REITs, most recently overseeing a 2 million+ SF portfolio spanning four states owned by a private investor.  Ms. Ballard is responsible for developing office procedures and policies, completing bookkeeping using the Quickbooks software, overseeing the maintenance of office records, interviewing prospective administrative employees, training and supervising other support staff, and evaluating their performance.  Ms. Ballard also has extensive project coordination experience, and the ability to work well with all levels of internal management and staff, as well as outside clients and vendors.  Kathy can be reached via e-mail at kathy(at)traffic-engineer(dot)com or via phone at (714)973-8383 x 212.
